In recent years, the Civil Society Education Fund has supported national education civil society coalitions (NECs) in low-income countries so that they put pressure on governments and donors to implement the Education for All agenda and the Millennium Development Goal on education. This article draws on literature on global governance as well as on an extensive evaluation of the CSEF to explore the actual contribution of this initiative to the activity of NECs. The article highlights the achievements and shortcomings of the CSEF and includes a set of practical recommendations on the role of global civil society in international development processes. 相似文献

This article analyses the formation, presentation and reception of two seminal exhibitions: Australian Painting: Colonial, Impressionist, Contemporary (1962–1963) and Canadian Painting 1939–1963 (1964). The presentation of these exhibitions at London’s Tate Gallery reflected the institution’s support for “old dominion” Commonwealth members. The exhibitions also highlight the differing visions of the Canadian and Australian governments concerning the relationship between art, diplomacy and politics during the Cold War. In Canada, Vincent Massey (Governor General 1952–1959) played a key role in ensuring that all forms of Canadian art were promoted internationally. Massey wanted to connect with the European and American avant-garde and to be part of a multiracial Commonwealth. This contrasted with the rather “old-fashioned” views of the Australian prime minister, Robert Menzies, and the Commonwealth Art Advisory Board. They supported a Commonwealth dominated by the “white dominions” and the initial exhibition plan for Australian Painting recalled previous British Empire art shows. The British response to the Canadian and Australian exhibitions is also discussed. British critics preferred the nationally identifiable “exotic” art found in Australian art to the transnational forms of international abstraction in Canadian art. Using the results of the 2005 Public Service Employee Survey (PSES), this paper identifies which factors have the greatest effect on employee satisfaction in the Canadian public service. Several hypotheses are tested against the backdrop of existing literature. In general, public servant satisfaction is affected by belief in opportunities for promotion, fair classification, adherence to client service standards, life balance, recognition by immediate supervisors, team relationships with colleagues, how well information is shared and, finally, belief in the abilities of senior management. Some interesting elaborations of these basic findings emerge when other variables are controlled. The discussion considers how the public service can be seen as a more desirable career choice. 相似文献

I analyze a model of bargaining, war, and endogenous leadership turnover in which (1) leader attributes affect war outcomes and (2) war can insulate settlements from renegotiation. Shifts in bargaining power caused by leadership turnover are endogenous and discontinuous, but sufficiently decisive war outcomes can solve the associated commitment problem. In contrast to other models where the shadow cast by a hawkish successor encourages moderation toward a dovish incumbent, the foreign state attacks instead—despite a dovish incumbent’s known preference for peace—using war to lock in a settlement that would otherwise be lost to future leadership turnover. I discuss the theory’s implications for widening the empirical scope of the commitment problem explanation for war to limited wars over relatively lower stakes and for integrating the politics of leadership turnover with the study of strategic rivalries. 相似文献

This article argues three things. First, it argues that at the conceptual level there has been a strategic rediscovery of a maritime regional framework, the Indo-Pacific. Second, it argues that at the policy level there is a significant regional security convergence, a degree of strategic balancing, between India and the United States in this Indo-Pacific. Third, it argues that at the causal level there is a common maritime challenge from China faced by India in the Indian Ocean and by the United States in the Pacific Ocean, a common Indo-Pacific strategic challenge which is generating this significant US-India naval convergence. The human rights literature on child soldiers has long emphasized conflict zones in the Global South, fostering the stereotype of the gun-toting African child while ignoring militarizing practices in the West. Of note, the existing human rights legal framework fails to address the reality of Western youth exposed to military recruiting in their schools. Seeking to address this limitation, we examine some of the primary methods the US military employs to “penetrate” American high schools in search of new recruits. We discuss the apparent targeting by military recruiters of communities with large numbers of low-income students, immigrants, and youth of color. Indeed, in many educational settings, students with limited access to college preparatory programs find themselves ensnared in a “web of militarism” that sharply limits their career options. Drawing on primary source material and military recruiting documents, we demonstrate how US schools are sites for the socialization of youth to a culture of militarism and, ultimately, the production of child soldiers. Thus, we argue that the military presence in US schools be included in the debate over the militarization of youth. We conclude by assessing the discourses and organizing strategies employed by US “counter-recruitment” activists, including some of those who use human rights-based arguments to curb militarism in American schools. 相似文献

The term “civilization” has been used in many contexts where accusations of Western imperialism, racism, and the like do not at all apply. Works on the history of science and technology in ancient cultures provide one such example, when they speak of Egyptian civilization or early Chinese civilization. It is also not true that works of the Enlightenment view the non-western world as less civilized and inferior. An entire genre of writing inspired by Jesuit accounts discovered in China a higher form of society that Europe should emulate. Two such works were Oliver Goldsmith’s Letters from a Citizen of the World and François Quesnay’s Le Despostisme de la chine, which offer, respectively, an extended satire and a sharp critique of European society. 相似文献
